The Hispanic Multi-Purpose Service Center (HMPSC), a non-profit organization, was founded in 1976 to advocate for North Jersey’s growing Spanish-speaking population and to provide social support services to those who were poor and powerless in the community.
For over 30 years, HMPSC has worked tirelessly to develop an array of program that have improved the quality of life not only for Paterson’s most impoverished and troubled but for the residents of Passaic County and the State of New Jersey. Through the years, many programs have been established under the umbrella of HMPSC. These programs include AIDS/HIV prevention and education, voucher programs, utility and rental assistance, family information, referrals, youth and family services, and crisis intervention. Other programs include employment services, mentoring, and transitional housing for single women and their kids, and a youth drop in center for at risk youth. Also, the Center provides food assistance to low-income people and homeless facing hunger in the area by distributing donated food and grocery products.
Today, HMPSC welcomes and serves people in need regardless of ethnic, racial, gender or linguistic background. The Center depends almost entirely on

government grants to fund our programs, serving over 15,000 people annually.

The Hispanic Multi-Purpose Service Center
HMPSC is committed to serve the needy and economically disadvantaged residents of Paterson, Passaic County and the State of New Jersey with quality social services. The ultimate goal will always be to help clients empower themselves to become self-sufficient and able to contribute to our society as responsible members of their community. Here is our story.

May 1975 – The City of Paterson was facing widespread poverty after years of crime and neglect. A group of Puerto Rican activists and community leaders, concerned with the growing number of Hispanics living in poverty and without support, join forces to build a community-based organization dedicated to the needs of the Hispanic community. Under the visionary leadership of Maria Magda O’Keefe, the Centro Hispano de Servicios Multiples (Hispanic Multi-Purpose Service Center) was born.
The Hispanic Multi-Purpose Service Center (HMPSC) obtained a grant from the office of Mayor Pat Kramer to purchase a building at 45 East 21st Street in the 5th Ward

in Paterson, New Jersey. This was the first independent Hispanic Community Based Organization in the City of Paterson and the County of Passaic.
1978 - HMPSC obtained a grant to expand the Family Information and Referral Program called the Survival Skills program and funded as a match from DYFS. Also, HMPSC received CETA funds for employment and training services. Hired a driver and bought a van to transport seniors to our new Senior Nutrition and Recreational program housed on-site.

1980 - Opened the agency’s first food pantry operated by Sister Juanita. Depended totally on donations from churches and other generous donors.
1980 through 1990 – Distributed surplus cheese donated by USDA to needy families. Began distribution of thanksgiving turkeys and groceries to poor families.
1981 – Initiated Hostos Street Academy (After-school computer program) for children from the housing projects.
1982 – Implemented computer-training program for women enrolled in the Assistance to Families with Dependent Children Program (AFDC).

1983 - Initiated a one-year REACH funded program to sensitize welfare workers to the needs of Hispanic clients.
1985 –Began the HIV/AIDS Education and Prevention Programs for Hispanic Women and for the general population with funds provided by the Center for Disease Control. From 1988 to 1990 conducted HIV testing on-site for the Counties of Passaic and Bergen.

1990 - Operated a state-funded Teen Peer program to train teens to reach out to other teens for the education and prevention of HIV.
1994 - 1995 –Women for Education and Prevention of HIV/AIDS “WEPHA” Program, designed to reach Latino women and youth thought a unique program based on Intensive Health Education, risk reduction, outreach and prevention case management in a cultural, linguistic and sensitive way.
1994 to present – Youth Programs (NEED DESCRIPTION)
1994 to present - Ryan White Program. The Ryan White Title I program offers access to quality and availability of care and support services to persons infected and affected by HIV disease.

July 1995 – Rented space in the old library to teach man and women under the Welfare to Work reform program English as a Second Language classes (ESL).
1995 - Moved to the new Facility at 911 East 23rd Street (Maria Magda Way) Paterson, New Jersey. (Hispanic Multi-Purpose Service Center, Inc.),
1996 – Moved the program (which program) in February 96 to our new site. ESL and Computer classes were held until December 2001.
June 1996 to present- SWITCH Program The S.W.I.T.C.H program offers a safe shelter and support for homeless pregnant women, and transitional shelter for homeless mothers and their children.

2000 - Youth Drop-In Center: Outreach gear to GLTBQ youth in the Northern part of New Jersey.
2002 - Workers Learning Link Program (WLLP) for training, back-to-work or get their GED One of the pilot programs in the State of New Jersey. New Jersey Training Lab - Displaced worker’s re-training: increased basis skill levels by providing basic computer skills, GED, ESL program for career and educated individuals, ABE, (adult basic education, administered a test for reading, math) LEGO – (Hispanic youth) to encourage youth to look into career and Six-Month Program (18) (868,000 people unemployed. Work in-demand jobs such as Microsoft certification, medical billing, nurses aides.

2005 – Obtained a three-year grant from the Passaic County WIB to operate a computer-based ESL training, counseling and jobs program for TANF recipients. (SABES - Students Acquiring Basic English Skills).
2008 – Obtained a grant form the Passaic County WIB to operate a one year Computerized ESL/GED Training Program for TANF clients (PASS - Promoting Adult Student Success).

Maria Magda O’Keefe, Founder and Executive Director
Maria Magda O’Keefe was born in Santurce, Puerto Rico where she received her primary and secondary education. She studied at Central High School and trained professionally as a Nurse at the Hospital de Damas in Ponce after earning a diploma as a Registered Nurse. She moved to New Jersey, attended the Cosmetology at the Master Headdresses Academy in Passaic and opened her business. Also, she studied Health Education at Columbia University in New York. She received a certificate as a Social Worker from The State of New Jersey Department of Law and Public Safety, Division of Consumer Affairs. Also, the National Association of Forensic Counselors certified her to be a Domestic Violence Counselor.
During these years, Maria Magda O’Keefe got a first-hand look at the harsh reality of the residents: widespread poverty, and how the Hispanic community lacked of social services and support to overcome these and other problems in Paterson.
Maria became an active and involved leader who advocated for improving the quality of life of the minorities, the poor and powerless in Paterson. In 1976, along with a group of Puerto Rican activists and community leaders who shared her concerns, O’Keefe founded Hispanic Multi-Purpose Service Center in Paterson New Jersey to provide outstanding free social, educational and recreational services to the community.
Hoping to make a difference, Maria Magda O’Keefe ran for public office not knowing she’ll become a trailblazer for Latino elected officials in her political career. She served as Deputy Mayor along side the Mayor of Paterson Lawrence F. Kramer with particular responsibility for solving problems in the social and human services areas. Her vision and leadership made it easier for all Hispanic Americans to seek and win elected office. In 1984 she became the first Hispanic elected official to occupy the position of Councilwoman in the City of Paterson. By 1989, she was the first Hispanic Woman to be elected as the President of the Paterson City Council. Maria Magda has served her community in a variety of positions. She was the Commissioner of the Board of Social Services and the Board of Health in Paterson. She was also a member of the Board of St. Joseph's Hospital and Medical Center in Paterson.

She has served as a liaison between the Paterson City Hall and the community at-large. She was a member of Women in Government, the Paterson Chamber of Commerce, the Columbia University Health Panel and the Boy Scouts of America Board of Directors. In addition, she has served as Chairperson of the Paterson Great Falls Committee, and in 1976, she was the President of the Puerto Rican Parade. in 2010, Maria Magda was presented with the the International Godmother award by the National Puerto Rican Parade.
Magda continually touches the lives of the people around her. She has received a myriad of awards including recognition from the United States Department of Defense, the Irish Culture Society, the New Jersey State Assembly and the Italian Society. Also, the Puerto Rican Congress with a Cemi Award for community service honored her. In 2006 the City of Paterson honored Maria Magda for National Women’s Month for her tireless efforts and dedication to the City of Paterson.
She is currently the Executive Director of the Center where she remains devoted to the City of Paterson and those individuals and families in the greatest need of social support services, advocacy and protection.
